October report from Wymeswold Parish Council 

School safety signs The new 20 mph signs near the school have been delayed as the county council are looking at a different design from the standard to be used in conservation areas.

Salt bins The two salt bins (one on Wysall Lane and one at the bottom of Burton Lane ) should be installed by the beginning of November. The bins will be paid for by Parish Council but the County Council will be responsible for installation and filling.

Post box The new larger post box to replace the one outside the old Post Office is finally in place near the bus stop on The Stockwell.

Airfield noise CBC has been in discussions with Everyman following recent comments on noise levels. Everyman have made some modifications since the beginning of the year, and the monitoring equipment has shown that they are now working within the limits set by the conditions of the planning permission. They have again confirmed that should anyone wish to visit to observe what measures have been put in place they are happy to arrange a meeting and they are also happy for residents to contact them directly should they have any concerns on the day the activities are taking place so that any action necessary can be taken immediately.

HGVs in Wymeswold The Parish Council is aware of the problems of HGVs using weight restricted routes within the village. The council met with LCC Highways and the police and established that, providing the HGVs are accessing a site within the weight-restricted areas (such as Wymeswold Industrial Park ), they are legally entitled to use the restricted routes. This has led to problems in the village, particularly on Clay Street and Church Street . The Parish Council is to meet again with the LCC Highways to look at HGV signage within the village.

Should parishioners witness an HGV using a restricted street in the village as a ‘short cut’ (ie not loading or delivering within the area) then this is a police matter. Rural housing survey This survey (details of which were in the September issue of the Link) will be distributed at the end of October. It is intended to discover the number of families in the village which have either young or old members who have had to move from the village because of the high cost of properties, or have been unable to move here to be close to family. Results will be independently analysed and if there is sufficient need the next step will be to look at possible sites for housing which could be made available for rent or part purchase.

Washdyke update A variety of equipment has now been ordered for the Washdyke and should be in place by the end of the year. The Association is looking for new volunteers to be involved in this project. The AGM will be held in November with the date advertised in advance and anyone interested is invited to attend and get involved.

September report from Wymeswold Parish Council

Police report PC Gilbertson explained there have been a number of incidents of damage to property. Anyone seeing such incidents should report them on 0116 222 2222, including details of any relevant vehicle registration numbers.

Outstanding work on Wysall Lane Work on this, including the ponds and arrangements for new play equipment, has begun.

Leicestershire Fire and Rescue Service consultation Comments have been requested on the Integrated Risk Management Plan, which includes a proposal to discontinue the retained fire appliance at Loughborough, with funds used for improving the service at Melton Mowbray. There is concern that this would reduce the cover available to the village, as the supplementary services from Shepshed and Melton were a considerable distance away and these comments will be sent to the Fire Authority.

Telephone kiosk – potential adoption A letter has been received from BT indicating their intention to decommission the kiosk, and offering it for adoption by the Parish Council. As this is a listed structure this would require a considerable commitment on behalf of the Parish Council and it is unclear what its future would be otherwise. The clerk has sought clarification on the options available.

Church clock A routine inspection of the bells has revealed that work is required on the bell which chimes the quarter hours. This had been disabled and the damaged part removed and sent for repair. It is hoped the clock will be back in action by the end of September.

Washdyke update Some play equipment will be ordered following the receipt of the grant from CBC. It has been agreed to arrange for the hedge at the bottom of the Washdyke to be cut back to aid visibility on Hoton Road .

Airfield noise The noise from the airfield appears to have increased, and also to be continuing into the evening. The clerk has contacted CBC who are investigating possible breaches in operating conditions.

Willows on Brook Street A meeting had been held with staff from LCC regarding the willows on Brook Street . Extensive work on these will be done in the Autumn to reduce the height and spread.

Report of the July meeting of Wymeswold Parish Council

Outstanding work on Wysall Lane This had been discussed at a meeting of representative from Charnwood Borough Council and Wimpey and a list of outstanding work had been drawn up. Some of this will need to be done later in the year due to growing conditions. The Borough Council cannot take over the maintenance of these areas until the work has been completed.

Proposed rural housing survey Following a presentation given by Jonathan Turner, Development and Enabling Officer from Charnwood Borough Council, and Richard Windley, Leicestershire and Rutland Rural Housing Enabler, on affordable rural housing the Parish Council has agreed to a housing needs survey to be conducted in the village later in the year.

Church yard update The work on the church yard has been completed and the three replacement trees will be planted in the autumn.

Washdyke update Strimming has been completed around the trees, a new entrance has been created, and the gate will be installed over the summer. The “Washstock” music event attracted over 400 villagers, and had been enjoyed by those attending. Joan Hubbard as vice chair of the Parish Council thanked Nick Shaw for all his hard work in ensuring the day was a success.

Report of the meeting of Wymeswold Parish Council held on 1st June 2009

Speeding traffic in the village The police have recently monitored traffic speeds in the village, and will continue to do so. Traffic coming into the village along Wysall Lane and Burton Lane is a particular problem as the 30mph signs are close to the junctions. These are areas where there are likely to be a number of pedestrians either walking to the school and village amenities, or using the Scout Hut and sports field. The Parish Council will contact Highways again highlighting concerns.

Outstanding work on Wysall Lane Charnwood Borough Council staff are meeting representatives from Wimpeys to discuss outstanding issues which include the children’s play area, work on both ponds, planting and maintenance.

Proposed rural housing survey The last housing needs survey was done in 2004, and is valid for 5 years. It is proposed to conduct another survey which would look at the local demand for affordable housing in the village and the Leicestershire and Rutland Housing Enabler will attend the July meeting to provide further information.

Cemetery and churchyard update Work on the church yard trees will be done during June. Professional advice on the mole activity in the cemetery has been obtained and confirmation received that the rural location of the cemetery makes this problem inevitable. It has been agreed to monitor the situation, to see if levels of activity throughout the cemetery become unacceptable.

Washdyke update All the benches and picnic tables have been installed. New goal posts have been delivered, and will be installed later in the summer. The result of the application to CBC for money for play equipment should be known by the end of the month.

Mowing around the Memorial Hall There have been some problems with mowing around the Memorial Hall, but following a meeting with the contractors it is hoped that this problem has been resolved.

Salt bins Final locations for these on Burton Lane and Wysall Lane have been decided and sent to LCC Highways for approval. Installation will then be arranged.

Wysall Lane A response from Wimpeys is still awaited by Charnwood Borough Council on the outstanding work on the landscaping, fencing and ponds.

Relocation of Post Box The post box outside the old Post Office will be replaced by one which can accommodate larger letters. The proposed location is by the bus stop on The Stockwell, and assuming this is acceptable to the authorities it should be installed in next three months.

Tenders for churchyard improvements Agreement has been received from the church authorities so the work can go ahead.

Washdyke update Two benches have been installed and the next projects are the installation of a finger post, and gate from Burton Lane. The gate on Hoton Road has been repaired and more pruning is scheduled. Another combined maintenance session and litter pick is planned for the summer.

Report of the meeting of Wymeswold Parish Council held on 6th April 2009

Village websites Richard Thomas provided the background to the Wymeswold village website www.wymeswold.com which supplemented http://wymeswold.leicestershireparishcouncils.org/ the Parish Council’s website andhttp://www.leicestershirevillages.com/wymeswold/ provided by the County Council. It is hoped to develop this site to include pages for village clubs and societies and there is potential to include bulletin boards and surveys.

Police report It seems that a number of incidents of antisocial behaviour in the village are going unreported. Anyone witnessing such occurrences should report them to the police via 0116 222 2222 with as much information as possible including any car registration numbers An incident number should be requested

Clay Street A meeting has been held with LCC Highways and some work will be done to improve drainage which is contributing to a deterioration of the road surface.

Lorries using village roads A survey of heavy traffic in both Burton and Wymeswold will be done in the coming months.. Lorries using village roads persistently (and not for local deliveries) should be reported to the police viaWeight.restricted@leicestershire.pnn.police.uk , or to the Parish Clerk with relevant details of ownership, registration details and times to enable her to pass this info rmation to the police via this email.

Prestwold Estates premises application licence This application has been granted. Conditions include a requirement that Parish Councils should be provided with details of timescales and dates of events and a telephone number to be used in case of disturbance. No amplified sound should be played after 11pm.

A6006/Wysall Lane junction update Parish Councillors are concerned about the safety of pedestrians in this area and have raised the issue with LCC Highways. A pedestrian survey will be carries out in early summer in this area.

Wysall Lane Staff from Charnwood Borough Council have been in contact with Wimpeys to obtain a timetable for the implementation of the landscape works at this site. The damage to the timber fence near Mill Hill Leys has also been reported, and urgent repairs requested.

Washdyke update Benches and picnic have been delivered and a plan has been drawn up for where they would be sited.

Annual Parish meeting The next meeting on Monday 11th May will include the Annual Parish Meeting which will include a review of the past year, and provide an opportunity for parishioners to meet their Parish Councillors and discuss any issues. The meeting starts at 7pm and all parishioners are welcome to attend.

Report of the meeting of Wymeswold Parish Council held on 2nd March 2009

School 20 mph signs Although it was agreed that additional signage is not welcomed in a conservation area, it was agreed that revised signs with grey backgrounds, rather than yellow are acceptable in the interests of safety for children attending the village school. The Parish Council has agreed to support this proposal.

Mantle Croft junction improvement Work to improve the visibility of the junction has been completed by Davidsons, which should help pedestrians crossing the road here.

Request for salt bin on Burton Lane Following the recent accident when a vehicle skidded at the bottom of Burton Lane into the Brook a request has been received for a salt bin near this junction, and it has been agreed that the Parish Council will fund this.

Washdyke update Some picnic benches and tables will shortly be ordered for the Washdyke. These have been kindly purchased by the Wymeswold Garden Walkabout Committee, and also by Wymeswold Parochial Charities in memory of Phyllis and Terry Hubbard and to mark the work of villagers who had served as feoffees of the Charities.

Report of the meeting of Wymeswold Parish Council held on 2nd February 2009

Damage to Queen’s Park Conservation style kerbing has been installed at the top of Queen’s Park by the developers, Davidsons, who have paid for this work. This is the style of kerbing approved for conservation areas in Charnwood. The bottom two corners will not be kerbed, but all three areas will be resoiled and reseeded in the Spring.

Churchyard improvement project A scheme to improve the church yard has been drawn up with advice from tree experts from Charnwood Borough Council. The proposals involve: the removal of the 12 lime stools and the grinding out of the bases to prevent further growth; the planting of two Acer campestre Queen Elizabeth on the east side of the edge of church yard to frame the stained glass window; the removal and replacement of the sorbus (with an acer) to the left of the lych gate which is a poor specimen; the removal of elder bushes; and the removal of basal shoots, ivy and where possible the guards from the bases of the trees. No work will be done until there have been full consultations with the church authorities, but the Parish Council has agreed to request tenders for this work, while accepting that it might have to be staggered across two financial years depending on cost.

Wymeswold Conservation Appraisal A presentation from Charnwood’s Built Heritage section has recently been held which was attended by many parishioners and comments are invited. The Parish Council supports any possible measures to safeguard Tudor Thatch on East Road .

Request for salt/grit bin on Mill Hill Leys/Wysall Lane The recent bad weather has highlighted the problems in this area. The Parish Council has agreed to fund a bin in this location, and also asked if Wysall Lane can be added to the county salting routes.

Washdyke update The new parking area adjacent to the Scout Hut entrance are nearing completion and the new pedestrian entrance off Burton Lane is being arranged.

Mantle Croft Brook Street junction The realignment of this junction has caused visibility problems for pedestrians. Davidsons the developers have agreed to adjust the entrance to this road and also move the fencing panels back slightly to improve the sight lines.

Report of the Parish Council meeting held on 5th January 2009

Damage to Queen’s Park In the light of further damage to the park at the bottom of the Stockwell, David sons (the developer building near the area) installed temporary no parking signs around the edge of the park. They have also agreed to pay for the kerbing at the top of the triangle, as well as the reinstatement of the soil and reseeding the damaged areas.

Prestwold Hall licence application An information gathering meeting with representatives from the Prestwold Estate and all the parish councils in the area will be held in January. The hearing for the premises licence is scheduled for February.

20 mph school zone signs The Council had concerns over the nature of the proposed signs in the conservation area and after communicating these concerns to LCC Highways, the authority has agreed to review the scheme with a further consultation later in the year.

Crossing on Far Street / East Road The junction of Wysall Lane and East Road is difficult to cross at peak periods, and this is becoming a greater problem as more families move into the new Wimpey estate. The Parish Council agreed to ask County Highways for a review of the criteria regarding pedestrian crossings in case there was a possibility of having one in this area.

Annual precept The Council agreed the budget for the coming financial year and set the annual precept at £18,700. Amounts have been budgeted to carry out further repairs & maintenance on the cemetery, tree work on the churchyard, and a level of support for the Memorial Hall to maintain the children’s play area.

Washdyke update A litter pick and strimming session was held in early December and one pruning session has also occurred which will be repeated to complete this work. A £900 grant had been received from the Duck Race Committee towards activity equipment. Work on the parking area (a requirement of the planning approval) is due to start mid January.

Parish Council Reports 2010

Police Report PC Richard Melody reported that on the 10th of November there was a burglary to a dwelling on Rempstone Road, car keys were taken and a vehicle stolen. There were a further six burglaries: two on Narrow Lane where farm buildings were broken into and tools taken, two on the Wymeswold Industrial estate, and two on Home Leys Way and East Road where property was taken from vehicles.
PC Melody urged people not to leave items on display in their vehicles.

Washdyke Update 
•  Funding has now been secured for three pieces of equipment for the TrimTrail. A final decision still needs to be made as to exactly what these will be but they will primarily be to encourage activity and exercise for all ages.
•  The work on the BMX track to make it more rideable has now been completed and the Parish Council wishes to thank the team of volunteers that have made this possible.
•  Wild flower seeds have been sown in the Community Orchard to encourage growth in the spring.
•  The benches have been jet-washed and cleaned up.

November 2010

Police report The following crimes were reported for October: damage to 3 motor vehicles on Waydale, a laptop was stolen from a motor vehicle on Rectory Close during the night of 8th/9th October, and a barn on Narrow Lane was broken into and items were stolen.

Race to Infinity The Race to Infinity is a collection of signatures online at www.racetoinfinity.bt.com supporting the implementation of fibre optic cables to secure a more efficient broadband connection in the village. Wymeswold Airfield The petition against noise nuisance from the activities of Everyman Racing was presented to Charnwood Borough Council’s Cabinet and a full report is due at the December Cabinet meeting.

Washdyke Update The work on the BMX track to make it more rideable will take place by village volunteers on the morning of Sunday 27th November. Anyone who would like to help on the morning will be made very welcome. Improvements will be made to the disabled access to the Washdyke on Burton Lane . This will involve replacing the surface to the access with a more suitable material for wheelchair users.

October 2010

Appointment of Parish Clerk Following the very sad loss of its existing clerk, Miranda Noble, in July of this year the Parish Council advertised the position and held interviews at the end of September. There were seven applicants, all of whom were interviewed by a panel of councillors, and Mrs Alice Gardam was appointed to the position with effect of 1st October. The Parish Council wishes to record its thanks to the other applicants, all of whom were of a very high standard.

Police report There have been two reported crimes in the Parish in the last month. On 8th September Wymeswold School was broken into and the property taken, and 18/19th September a motor vehicle was stolen from Brook Street

Wymeswold Airfield 
A meeting of the Wymeswold Airfield Liaison Group took place on the 10th September. The effectiveness of the noise bunds was discussed and the Parish Council suggested that most of the noise in Wymeswold comes from tyre squeal and acceleration associated with the hairpin bend closest to the village. Everyman Racing has been asked to look into more effective noise-protection measures for Wymeswold.
Charnwood Borough Council reported that there had been no reported incidents of the planning conditions attached to the activities having been broken this year. A planning application has been submitted to Charnwood Borough Council to use the track for other non-motorised activities such as cycling and running.

HGVs in the Village Following concerns about HGVs using minor roads in the village as a short-cut, there are two proposals from Leics CC Highways to address these problems: firstly to move the weight restriction signs on Narrow Lane to just past the lane leading to the poultry farm on Brook Street, and secondly to move the weight restriction sign on Burton Lane to a location past the industrial estate. This would make the only access route to the industrial estate along the B676, thus reducing HGV traffic passing through the village. It was agreed by the Parish Council to support the second of these two proposals, but the Council had concerns about heavy lorries using Narrow Lane both due to it size, and the fact that it is used by walkers, riders and cyclists.

Washdyke Update The work on the BMX track to make it more rideable should commence shortly. Money has been secured for two new pieces of equipment for the trim trail. The committee are also planning to replace the trees that have died, and an application for funds to install a sundial has been put into the Duck Race grants committee.

September 2010

Proposed Bus Shelter on Brook Street Following public consultation and objections from the Parish Council, Leicestershire County Council has now dropped plans to remove the existing bench and install a modern-style bus shelter on Brook Street. The kerbs will be raised, however, to assist access to the elderly and those with disabilities.

Parish Litter Warden The Council has backed a proposal by the Campaign to Protect Rural England to appoint a Litter Warden. A small annual fee would be paid by the CPRE and interested parties can get further details from the Parish noticeboard or www.wymeswold.com

Ant-social behaviour Neighbours have reported instances of anti-social behaviour late at night in the grounds of Wymeswold School . The local Police have been asked to step up their patrols, and parishioners are reminded that the school grounds are out-of-bounds after dark.

Washdyke BMX Trail A group of village BMX enthusiasts have expressed safety concerns about the existing BMX track, and have offered to alter the approaches to each obstacle to address these concerns. That Parish Council supports this initiative, and has agreed to pay for the associated costs.

Miranda Noble – Clerk to Wymeswold Parish Council

It was with great sadness that we learnt that Miranda Noble had passed away on 10th July following a short illness.

On behalf of the Parish Council and all the parishioners of Wymeswold we extend our deepest sympathies to her husband Dave and her family.

Miranda was a wonderfully efficient Clerk to the Parish Council and helped the village in so many ways. She will be sadly missed not only by her family, but the whole community.

For the time being all matters for the Parish Council should be addressed to the Chairman ( Nick Shaw ) or any other of the Parish Councillors.

Village Facilities Survey Thank you to all the parishioners who took part in the survey to look to the usage of our various local services. The results will be forwarded to Charnwood Borough Council. The Parish Council also wishes to record its thanks to the Outreach Post Office, the Three Crowns and Wymeswold Pharmacy for their help with the survey.

Proposed Bus Shelter on Brook Street As part of the upgrade of facilities for local bus users, Leicestershire County Council is proposing to install a shelter at the bus stop on Brook Street, close to the Hoton Road and Clay Street junction.

The Parish Council originally requested a ‘rustic style’ shelter, but following an on-site meeting between Leics CC and local residents, an amended proposal has been put forward which is modern in design, and entails the loss of the existing seat.

The Parish Council has unanimously opposed this proposal as it is inappropriate in the conservation area and feel the seat is well-used by local people. A response was awaited from the County Council.

Wymeswold Washdyke update

  • The Washdyke Committee has been successful in securing a grant from the Area Forum towards equipment for the proposed Trim Trail.
  • Ragwort has been removed from the field.
  • The ‘Washstock’ Music Festival on 4 th July has donated £296 towards the Washdyke project.

Potholes A number of potholes in the village roads have been repaired. Potholes can form quickly and become a hazard to all road users. If you are aware of a pothole in the village you can report it to the County Council’s Customer Service Centre on 0116 305 0001.

Bus shelter on Brook Street The Parish Council has noted the concerns of residents that the proposed bus shelter might attract anti social behaviour, but the bus stop is well used particularly by elderly residents who would welcome protection from the elements. The new shelter should be installed in May.

Proposal for galvanised crash barrier at Burton Lane junction The possibility of replacing the current damaged barrier with a more robust structure has been raised by the County Council. It is considered that this would be out of place in this location, so it has been agreed to replace the damaged section with the same materials as previously used.

Washdyke update All trees have been pruned and the majority of dead trees have been replaced. Over half of the stakes are in position and the plaques detailing donor names have been completed. The kissing gate on Hoton Road has been completed.

Litter collection and sweeping The Borough Council’s contractors have done a thorough sweep and cleared throughout the village. Please let councillors know of any particular areas which need further attention.

Street lighting in Leicestershire From April a project will begin to reduce street lighting in the county. Further information is available at www.leics.gov.uk/lighting .

Wymeswold airfield Following consultation with all the relevant parish councils Charnwood Borough Council has agreed to the extension of the period that Everyman can operate commercial days before the bund is completed, and this extension will run to the 31st May 2010.

The next meeting of the Parish Council will include the Annual Parish Meeting, and the Annual Meeting of the Parish Council which will precede the normal monthly meeting of the Parish Council. These meetings would be held on Monday 10th May, and commence at 7pm in the upstairs room of the Methodist Church . All parishioners are welcome to attend.

Archaeology Warden It has been agreed that Patricia Baker will be the new Archaeology Warden for Wymeswold replacing Bob Trubshaw who has left the village.

Wymeswold Airfield Everyman Racing is under different management since the Autumn, who will ensure that the specified hours of operation are adhered to. Work is being done on the exhausts of the noisier vehicles.

Housing survey The results of the survey were discussed at the March meeting. There had been only three responses from the village showing interest in the scheme for affordable housing for rent or part purchase. To be eligible families had to be in rented accommodation or living with family, and would have to apply to be on CBC’s housing register to qualify. It was unanimously agreed that this particular scheme was not in the interests of the village, nor of those who had moved away to purchase cheaper property elsewhere but who wished to return to Wymeswold, as they would not be eligible under this scheme.

Concrete in the brook The sides of the brook have become eroded, resulting in concrete from the sides falling into the water. This has been raised with LCC Highways, who have accepted responsibility. Priority is currently being given to potholes throughout the county resulting form the cold weather, but this has been added to their list of tasks.

Retirement of village pharmacist Rob Yeomans has recently retired from this post. The Parish Council would like to thank him for all his hard work and support for residents of the village and the surrounding area.

The next meeting will be held on Monday 12th April in the upstairs room, Wymeswold Methodist Church . All parishioners are welcome to attend.

Litter The recent litter pick organised by Wymeswold walking group collected over 30 bags of rubbish. It is considered that this is an unacceptable amount and Borough Councillor Jenny Bokor will take this up with Charnwood’s Cleansing Department.

Willows on Brook Street County Council Highways Department are continuing investigations into the responsibility for some of the willows on Brook Street, but a survey by their staff has confirmed that the unpruned ones are currently in a safe condition.

Funding for the Memorial Hall It has been agreed to use the money earmarked for the Memorial Hall to help finance the new boiler.

Washdyke update Arrangements are being made to replace the trees which have died. The Parish Council will arrange for a kissing gate to be installed at the Hoton Road entrance.

School 20mph signs A revised scheme for the 20 mph signs by the school has been received, and the new signs will be installed shortly.

Police report Crimes during December included one theft, and one incidence of damage to a vehicle. Regular checks are being made on the Memorial Hall car park and the driver of a vehicle has been issued with a warning for doing handbrake turns in this area.

Hoton Road/Burton Lane junction This area is extremely dangerous in cold weather. This route is not included in LCC Highways priority salting routes, as activity is focussed on major routes, with additional routes treated in prolonged periods of sub zero conditions if resources allow. Volunteers have been using the grit bin to improve the state of this road, but some accidents have occurred. Extreme caution is recommended if you have no alternative but to use this route in icy weather. The map showing which routes are treated is on the Parish Council notice board and is available at

Airfield noise Noise monitoring equipment is in place in Wymeswold and Burton.

Proposed new bus shelter on Brook Street As part of the Local Transport Plan it is proposed to install a new bus shelter at the stop on Brook Street. Neighbours will be consulted as part of the process.

Parish Council Report January 2011

Police Report

PC Richard Melody reported that there were two offences in Wymeswold during December. Between the 12th and 20th of December a large amount of lead was stolen from the roof of a property on East Road and on the 29th of December tools were stolen from outbuildings on Narrow Lane.

The County and Borough Councillors Reports

Gritting During the extreme weather conditions experienced in December a considerable amount of gritting work was done in the county to keep our roads clear. County Cllr R Shepherd asked for the Parish Council’s views on this matter and the effectiveness or otherwise of gritting in Wymeswold.  This led to the inclusion of Wysall Lane as a higher priority (P3) on the gritting routes. This means that in icy conditions the P1 and P2 routes (which include the A6006, The Stockwell and Hoton Road) will be treated first, followed by the P3 routes including Burton Lane , London Lane and Wysall Lane.

Wymeswold Airfield Borough Councillor Jenny Bokor reported on the Wymeswold Airfield Noise Petition. The report to Cabinet on the 16th of December by Environmental Health did not establish a statutory noise nuisance albeit they only measured from the end of September to the end of October. However they will continue to monitor the noise levels into next year when activity increases again. They are also actively seeking solutions with Everyman Racing and Prestwold Hall to mitigate the noise especially as their latest application to extend the bund at Burton was refused at the Plans Committee on 9th of December.

Refuse Collection Cllr Bokor reported that the collection of refuse in the Wolds villages during the holidays was done efficiently and on time compared with serious problems in other parts of the country.

Grit Bins

Last year the Parish Council provided two new grit bins: one at the bottom of Burton Lane and the other on Wysall Lane. The filling of the bins is the responsibility of the County Council, but during the extreme weather in December some parishioners took grit from both these bins for their own personal use. As a result there was often insufficient grit for both Burton Lane and Wysall Lane, resulting in an increased danger to both road users and pedestrians at these areas. The Parish Council asks parishioners to provide their own grit supplies, and not to steal grit from the bins which is designated for highway safety.

Annual Precept and Budget 2011/2012

The Parish Council set an annual precept of £18,700 which represents no increase and the same precept as the previous two years. The budget includes amounts for renovation work on the Cemetery, plus ongoing support for the Washdyke project and Wymeswold Memorial Hall.

Renovations to the Pound and The Cemetery

The Parish Council are pleased to report that the renovation work to The Pound is due to start in mid-February and the first phase of the renovation on the cemetery work is due to start in March.

Washdyke Update

The Washdyke Committee have been very busy putting all the nameplates on the trees in the orchard and these have now all been completed. The nameplates include the type of tree, the type of fruit and the name of the sponsor. Also a decision is to be made soon on the three new pieces of equipment for the trim trail with plans to install them before April.

On 01/01/2011 – Clay street, a vehicle cover was stolen, on 11/01/2011, Church Street, theft from motor vehicle the window was smashed and property stolen. On 11/01/2011 – Far Street there was an attempted burglary, a window was forced/damaged, on 17/01/2011 – Hoton Road a bicycle was stolen, on 22/01/2011 – Brook Street a wheelie bin was stolen and on 27/01/2011 – Far Street, criminal damage was caused to building roof.

PC Melody also reported he has reviewed the issues raised relating to the anti social behavior that is occurring in the upper car park of the Memorial Hall and in order to deal with these issues the area is now on the priority beat. You may already be aware that the local elections are due to take place on the 5 th of May 2011. As a councillor you can be a voice for your community and help achieve a real change to the village. Police Report

There were two offences in February in Wymeswold. On the 15/02/11 there was a case of deception theft where a door-to-door sales person deceived a resident to part with some money. Also, on the 22/02/11 agricultural equipment was stolen from Rempstone Road. The police would like residents of Wymeswold to be on their guard and to be wary of the door-to-door callers who come to the village. The Pound and Cemetery

The renovation work to the Pound and cemetery is due to take place at the end of March. The Wymeswold Garden Walkabout Committee has very kindly donated a bench to be installed in The Pound once the work has been completed. The Committee is also sponsoring an info rmation plaque which will outline the history of The Pound.

The Washdyke

Now that the weather is starting to improve we can also look forward to the installation of the two new pieces of equipment for the Trim Trail on the Washdyke, and plans for the Sundial are underway. The Washdyke committee is run by volunteers and they are currently compiling a list of people who may be able to help when larger jobs need doing such as tree planting, pruning or general maintenance of the area. Police Report

In March there were four crimes committed in Wymeswold. On 7/03/11 a battery was stolen overnight on Brook Street, on 12/3/11 a caravan was stolen on Wysall Lane, on 21/3/11 copper wire was stolen from Rempstone Road and on 28/3/11 items were stolen from storage on Narrow Lane. PC Geeson also reported that the problem area near the Memorial Hall is still on their priority beat. He again urged parishioners to be wary of distraction burglaries.

Final nominations list for the Parish Councillors will have now been published on the notice board and on the parish website. On the same day the election for your Borough Councillor will also be taking place so please do use your vote on the 5th of May. The Memorial Hall will be open for voting from 7am to 10pm. Airfield Liaison Meeting

A meeting of the Wymeswold Airfield Liaison Committee took place at the end of March. The committee are positively working together to reduce the noise levels especially with research into to quietening the exhaust pipes on the super cars. After planning permission was denied for the extension of the bund on the Burton on the Wolds side of the airfield Everyman Racing is now looking towards other measures to reduce the noise levels. These include the reduction of noise from the car exhausts and the erection of a straw bale noise barrier at the Wymeswold side of the racetrack. There are also a number of non-motorised sports taking place on the airfield including triathlons, dance festivals and biking.

The Washdyke

Thank you to all the people that have volunteered so far to help with the larger projects for the Washdyke. If you would like to help please let me know and I will pass on your details on to the Washdyke committee. This summer a wild flower meadow is being encouraged to grow between the trees so the grass will be left to grow to allow these flowers to establish. It will then be cut at the end of the season so hopefully we can look forward a lovely wild flower meadow this summer.

Parish Council Report May 2011

Local Elections – 5th May 2011

The list of the Parish Councillors elected on 5th May has now been published on the notice board. We would like to welcome back Cllrs Nick Shaw, Ken Barratt, Joan Hubbard and Shaun Bokor. We also welcome our new councillors Cllrs Adrian Cooke, Jo Ling and Sarah Sturmey and we look forward to working with them over the next few years. This does mean that three of our previous councillors are not returning and the council would like to extend its thanks to Cllrs Derrick Rumsby, Ken Holloway and Ron Jenkins for all of their hard work over the past four years. Borough Councillor Jenny Bokor was also re elected and we look forward to continuing the partnership that we have developed.

Annual Meeting of the Parish Council

The annual meeting of the Parish Council took place on the 16th of May. The annual report was submitted and is available to read on the parish notice board. One of the main purposes of this meeting is to elect a chair person for the coming year and we are pleased to report that Cllr Nick Shaw was re elected as the chairman.

Reports from the County and Borough Councillors

After reports and complaints about the road condition and traffic speeding along Far Street the Parish Council has been working very hard alongside Borough Councillor J Bokor and County Councillor R Shepherd to improve the condition of the road and traffic situation.

Arrangements have been made to collect data on the speed of vehicles and traffic volumes on the A6006. A site meeting is due to take place with County Council Highways regarding pedestrian movements at the busy Wysall Lane junction and the suggestion of a pedestrian crossing is being persued. CC Shepherd is also interested in promoting a Community Speedwatch and will look into this.

Cemetery

Following the recent work to renew the cemetery brickwork and re-paint the railings, work will commence soon to clean and re-gravel the internal cemetery paths.

The Pound

We are happy to report that the renovation of the Pound has now been completed and the new bench, kindly donated by the Garden Walkabout Committee, has now been installed. There are plans to erect sign explaining the history of the Pound, which has been restored in memory of Miranda Noble.

Police report

PC Melody is happy to report that he has received no further complaints relating to vehicle anti-social behaviour at the parking to the rear of the Memorial Hall. On Saturday 14th May he conducted a police beat surgery in conjunction with Cllr Richard Shepherd at the Methodist Chapel. The following relevant issues were discussed – HGV use of restricted roads, speeding vehicles through the village, the dangerous road condition on Far Street, and the collapsed man hole. There was one crime reported in the village on 22/5/11 – theft of mobile phone on Wymeswold airfield. There were 4 crimes reported from the Glastonbudget festival – 18 x theft, 1 x assault,   2 x Criminal damage and 1 x possession of class A drugs.

Reports from the County and Borough Councillors

County Cllr R Shepherd confirmed that there will a meeting on Friday 10th of June to discuss the vehicle count on Far Street. Previous records show that 1 in 10 vehicles are travelling over the speed limit.CC Shepherd also reported on the launch of ‘The Big Society’ details of which can be found at www.leics.gov.uk/bigsociety.

Borough Councillor Jenny Bokor reported that there have been some complaints regarding the renovation of the top car park at the rear of the Memorial Hall. A meeting has been arranged with a planning officer to inspect the site to ensure that the work complies with planning regulations.

Police Report

There were three crimes committed in Wymeswold in June. On the night of 6/7th June on Woodlands Close a motor vehicle was broken into and the vehicle’s window was smashed. Between the 5/6th June a mobile phone was stolen from a tent on East Road and on the 14th June a man indecently exposed himself on Wysall Lane to a female runner.

Reports from the County and Borough Councillors

County Cllr R Shepherd reported on the developments of a faster broadband service in the village: Leicestershire County Council is currently working to improve broadband connectivity across Leicestershire. To deliver the Government’s vision that the UK has the best broadband connectivity in Europe by 2015, a fund of £530m has been made available to county authorities and Local Enterprise Partnerships. Joint Parish Council Meeting

On the 14th of June a Joint Parish Councils Meeting was held between the parishes of Burton on the Wolds, Cotes and Prestwold, Hoton, Rempstone, Seagrave, and Wymeswold. Richard Bennett from Leicestershire County Council presented an overview of the Localism Bill. The Government’s objective is to shift power from the centre to the local community. The essential action points to achieve this objective are to lift the burden of bureaucracy which will empower communities to do things their way. The bill will also increase local control of public finance and diversify the supply of public services. The government plans to put this bill into practice in April 2012 but there may be delays.

Proposed HGV limits in the Keyworth and Plumtree area

A letter has been received from Scott Wilson Ltd representing Nottinghamshire County Council outlining a proposal to introduce an environmental weight restriction to the area bounded by the A46, A60, A606, A6006 and Flawforth Lane . This area includes Wysall Lane which would mean that heavy goods vehicles would be prohibited from using the route unless delivering goods. The Council agreed to support this proposal and is awaiting the outcome.

The Washdyke

The second phase of the improvements to the BMX track has been completed and Cllr Shaw is happy to report that it is now been used more frequently. Research is been undertaken into replacing the existing fence between the Scout Hut and the Washdyke and plans for the Sundial Project are ongoing.
