Due the number of queries and concerns over the three proposed building developments in the village Wymeswold Parish Council felt it may be helpful to outline the background, current situation and how parishioners can register their comments.
The first application is for the erection of 32 dwellings on land north of Rempstone Road, each side of Storkit Lane. This site was subject to an outline planning application two years ago and the Parish Council objected to this development as it was outside the planning guidelines of Charnwood’s emerging Core Strategy. This identifies Wymeswold as an unsustainable ‘Other Settlement’ and therefore limits new development to small-scale, within the limits to development of the village.
The application was refused by Charnwood Borough Council, but the applicant chose to appeal the decision to the Planning Inspectorate. Whilst the Inspector recognised that Wymeswold did not have the sufficient infrastructure or services to be considered ‘sustainable’, he upheld the appeal as Charnwood did not have a five-year housing supply identified at the time. He therefore felt that the need for new housing outweighed the sustainability issues of the village.
The current full application by Barwood Homes is therefore the next step in this process and as outline approval has already been granted it is highly likely that this application will be granted full permission. Should parishioners have views about this application then they should be forwarded to the planning department at Charnwood, quoting reference P/15/0217/2. Responses can be submitted online.
Following the appeal inspector’s decision regarding the land either side of Storkit Lane it was inevitable that other parcels of land on the edge of the village would be put forward for development in the period up to the adoption of Charnwood’s Core Strategy, which may not happen until later in 2015. The village remains vulnerable to such applications until the formal adoption of the Core Strategy.
The second proposal under current consideration is therefore the outline application by Davidson’s Developments to develop up to 45 dwellings on land to the north of East Road. The developer has already held a public consultation event in the Memorial Hall at the end of last year and the closing dates for comments about this outline application is 15th April. Should parishioners have views about this application then they should be forwarded to the planning department at Charnwood, quoting reference P/15/0328/2. Again, response can be submitted online.
The third application is by Avant Homes for up to 65 properties on land south of Swifts Close and Hoton Road. A public consultation event was held by the developer in Wymeswold Memorial Hall on 24th March. It should be noted that this is not a formal planning application as it has not yet been submitted to Charnwood Borough Council in either outline form or for full permission. The developer indicated at the consultation event that an outline application would be submitted within the next month. Only at that stage will the Parish Council and parishioners be invited to comment to Charnwood Borough Council.
Wymeswold Parish Council will keep its parishioners updated with the progress of these applications and will be happy to address any concerns residents may have. The next meeting of the Parish Council is in the Jubilee Room of Wymeswold Memorial Hall on Monday 13th April at 7.15pm.

Police Report
We are pleased to report that during the month of February 2017 there was no crime reported in Wymeswold. This is great news and we hope it continues.
Data Tag Kit Collection
The Data Tag kits have almost all been collected but there are a few still to be issued. If you signed up and have not received yours yet, please get in touch with Garry and Angie Boorman. Street signs will be displayed which state that property within our village is marked, it will also help if you start to use the kits and display your house stickers. Hopefully ‘Data Tag’ can help to prevent crime in our village.
Another 50 or so free kits are available to villagers who have yet to sign up, so please help to spread the word. They retail for almost £40 so to have a free kit is definitely a good thing!

Mantle Pieces
Charnwood Borough Council are planning to start the work to replace the footbridge on Hoton Road over the River Mantle which has unfortunately been closed for some time. We are pleased to announce that this will be the first of our installations of the Mantle Pieces project. CBC has agreed to incorporate our newly designed railings into the bridge. We look forward to the grand opening!

Summary January 2017
Precept/Budget 2017/18
Wymeswold Parish Council receives the majority of its funding from the ‘precept’ which is one element of the council tax charge levied on the dwellings in the parish.
In 2016/17 the precept represented 2.44% of the overall charge householders paid. This equated to a cost of between 47p and £1.42 per week (dependent upon the council tax band at which your dwelling is rated).
Our funding is spent in a variety of ways, the majority being spent to maintain and keep the areas we are responsible for in the parish (These include the Washdyke, Playing fields, Cemetery, Churchyard and Children’s play areas)
Each year the Parish Council calculates the funding it requires for the coming year. For 2017/18 the budget setting process has seen a number of areas where we will be encountering increased levels of expenditure. Therefore we will need to increase the precept required meaning that the parish precept element of the 2017/18 council tax charges will be increasing.
We have looked to streamline our expenditure where possible but still have 3 main areas of increased expenditure. These are:
· Increased mowing costs. We have re-let the parish mowing contracts for a 3 year period following a tender process. Whilst we contracted with the most economically advantageous suppliers the annual costs have increased. We have increased the grass verge cuts and the cemetery as well as St Marys’ Churchyard will be box mown rather than strimmed.
· Auto enrolment and work based pensions.
· Increased utility costs.
The increase of precept will be just over £4,500 which will mean an average increase in precept charge of between 9 and 27 pence per week depending on your dwelling Council Tax banding. Whilst this is an increase, as a Parish Council we feel that it represents a warranted level of increase.

Police Report
During the month of October 2016 in Wymeswold there were two burglaries where windows were forced open and property taken and one theft of motor vehicle investigations are ongoing.
NHW Data Tag Packs
Wymeswold Village Neighbourhood Watch have kindly been offered 200 free Datatag kits which are used to mark property such as electrical items (TV’s, camera, computers, laptops, tablets, smart phones, etc), furniture and other items of value such as family heirlooms.
The system makes use of microdots placed on the items of interest and are added by you – no one comes into your property. The items are then registered online to Datatag’s database so that should you be unfortunate to experience a burglary there is an increased chance that items recovered will be returned to you. The scheme includes signage stating that your property is security marked. The company will also provide street signage to accompany the village neighbourhood area watch signs thereby acting as a wider visible deterrent. There is no annual subscription fee (unlike other schemes) and the information is stored securely – this system has police approval. Burton Lane Playing Field and Washdyke
The Parish Council is receiving an increasing amount of reports of dog fouling on the playing field and Washdyke. Please remember that the areas are for playing sport, children’s play and a community orchard. The Parish Council is working with Charnwood Borough Council to introduce measures to stop dog fouling. Security cameras will be mounted on the sports pavilion to help deter offenders. If the problem persists the Parish Council will have no choice but to ban dogs from the area.

Neighbouring villages have had an increase in vehicle crime. Always remove valuables from your vehicle remove sat navs including the support cradle and cables. Wipe away any suction pad marks don’t leave tools in vans overnight make sure that doors are locked, windows are closed and keys are removed when you leave the car, even if it’s only for a moment on icy mornings, never leave your vehicle unattended with the engine running park your vehicle in a well-lit spot that is visible to others, or covered by CCTV if you have a garage, use it. Always lock your vehicle and garage consider fitting a metal cage to your catalytic convertor or have it etched register any vehicle equipment such as CD players, in-car DVD payers, and sat navs, for free with immobilise.com
Burton Lane Housing Development
Comments have now been submitted to CBC for the planning application for 25 dwellings on Burton Lane. The decision by the planning department is awaited. The latest information can be found on the borough council planning portal at http://www.charnwood.gov.uk.
Post Office
We are aware of the difficulties of the closure of the post office and have taken parishioner’s comments on board. The Memorial Hall committee and the Post Office are working with playgroup towards a solution that will work for everybody.

The Parish Council would like to make parishioners aware that the article on the Mantle Pieces Project in the last issue of the Christian Link was submitted with good intension by the editor, but was inaccurate. Neighbourhood Watch
Our new neighbourhood watch was successfully launched on 4th July. Leicester Fire & Rescue visited the village to provide free fire safety and crime prevention advice as well as carrying out home visits. Our local beat team were also on hand answering queries. We have new signs around the village advising that we are a part of the Neighbourhood Watch Scheme. We would like to thank Garry and Angie Boorman for all of their hard work in getting the scheme off the ground.
